First Remote Registration

We acknowledge this as the first remotely registered site born claimed from the Register Plugin version 0.1.5.

Big oops. If we drag the above page to a web browser with origin at a site for which we are also an admin then we can install the plugin with Plugmatic, no problem, but when we create a subdomain, it is named as a subdomain of the wrong site. Big problem.

I could see this working two different ways depending on whether we are creating sites for new owners or adding to the repertoire of sites for an existing owner.

New owner. The site is created on behalf of an absent owner for the benefit of some stranger willing to fill out a form. The new owner must qualify by passing the verification which is insured to represent the absent owner's intentions by coming from that owner's site.

Existing owner. The site is created on behalf of a logged in owner of the parent site. That owner should be able to navigate through a federation full of suggested new sites and choose one without having to fork it to the current origin.

In all cases the service administrator has an interest in the orderly growth and might add additional constraints as to what is possible in both cases.
